FIT (Feed-in Tariff) Program

You can generate renewable electricity and earn money by feeding it back into Ontario’s power grid. Ontario is the first place in North America to make this possible, through the Feed-in Tariff (FIT) program. The Feed-in Tariff is a pricing structure that lists the prices paid for different types of renewable energy. There are two levels within the program:

The FIT program is the result of the Ontario’s Green Energy and Economy Act, which was passed into law May 14, 2009. The program is designed to help Ontario phase out coal-fired electricity generation by 2014 — the largest climate change initiative in North America — and develop renewable-energy technology. Renewable energy includes:

  • Solar photovoltaic (PV)
  • On-shore and off-shore wind
  • Biomass
  • Biogas
  • Landfill gas
  • Waterpower

The FIT program is managed by the Ontario Power Authority (OPA), which is responsible for the program’s rules, contracts, registration, application and contracting processes as well as ongoing contract management activities.

What is the role of Enersource?

Enersource is responsible for connecting FIT and microFit projects to Ontario’s energy distribution system. We assess and approve the connection of renewable energy projects to the low-voltage distribution system, and we help projects complete their system connection.

How to apply

Participants must register with the OPA, find the right equipment supplier to install the project and then connect their project through Enersource if based in Mississauga. The application steps are outlined below.

Process for connecting Embedded Generation facilities

This process has been developed in partnership with and is approved by the OPA.

Initial Contact Customer submits Form A application to
FIT Contract Customer must apply to the OPA for a FIT contract.
Application for Connection Impact Assessment (CIA) Upon FIT contract being awarded by the OPA, Enersource will issue the CIA package. Complete CIA application consists of the following:

  • Form B (signed and sealed by a Professional Engineer).
  • Single line diagram (signed and sealed by P.Eng.)
  • Form C (signed and sealed by a Professional Engineer)
  • Please contact the Enersource FIT team for the cost of the Connection Impact Assessment.

The customer must ensure compliance with the OPA rules and with Electrical Safety Authority (ESA) guidelines. Enersource reviews the single line diagram to ensure compliance with our safe utility practices and provides connection details to the customer.

Notice to Proceed (NTP) Both CIAs are typically completed within 60 days (with no system modification or expansion) and 90 days (with modification and expansion). Customer is notified of the CIA results. Upon successful completion of both, customer is allocated capacity. Customer must contact the OPA to receive the NTP.
Decision to Proceed
and Install
If modification to Enersource’s distribution system is required, the customer signs an Offer to Connect and Cost Recovery Agreement (CCRA).
Implementation Customer proceeds with project implementation.
Authorization to Connect Customer is responsible for arranging and receiving Authorization to Connect from ESA.
Connection Agreement Once all required customer work and approvals are completed, an Enersource

Connection Agreement must be signed by the customer and Enersource prior to energization.

and Verification
Enersource may inspect the generation facility at any time.
Completion When the ESA’s Authorization of Connection is received, Enersource proceeds with completing the connection of the generation facility to our system.

Connection Impact Assessment (CIA)

Under the Distribution System Code, all local distribution companies (LDCs) are required to complete an impact assessment of generation facilities prior to connecting to the distribution grid. The customer must apply for the FIT contract, before applying for an Enersource CIA.

The CIA will define the impact of the proposed embedded generation facility to Enersource’s system, which includes and is not limited to:

  • Any voltage impacts, impacts on current loading settings and impacts on fault currents
  • The connection feasibility
  • The need for any line or equipment upgrades
  • The need for system protection modifications
  • Any metering requirements

The customer applies for a CIA using Form B – Connection Impact Assessment Application, Form C and the SLD . Please email the completed forms to using “CIA Application – Project Address (project size)” in subject line.

Hydro One CIA

Hydro One, the transmission company that owns the transformation stations to which Enersource’s subtransmission system is connected, requires that any generation projects greater than 10kW must also have a separate CIA completed with Hydro One. Connection to Enersource’s distribution grid

The customer must ensure that detailed engineering drawings and plans are submitted to the Electrical Safety Authority for plan approval.

The customer must also ensure that the generation facility is inspected by the ESA. Once all the required customer work and approvals are completed, an Enersource Connection Agreement is signed by the customer and Enersource.

Upon successful inspection of the generation facility, Enersource receives a connection authorization notice from the ESA. Enersource then proceeds to complete the connection of generation facility to our system typically within five business days.
